Oui, car la spécification est publique, mais Adobe sont les seuls à
pouvoir la faire évoluer.  D'ailleurs, il peuvent aussi décider de ne
pas diffuser les spécifications futures.  D'après ``PDF Reference, Fifth
Edition'' [0], section 1.5 :

  The general idea of using an interchange format for electronic
  documents is in the public domain. Anyone is free to devise a set of
  unique data structures and operators that define an interchange format
  for electronic documents. However, Adobe Systems Incorporated owns the
  copyright for the particular data structures and operators and the
  written specification constituting the interchange format called the

Idem pour PostScript.  Et en pratique, je ne crois pas qu'ils invitent
grand monde à discuter des évolutions du format.  De ce point de vue là,
les formats de Xiph.Org, par exemple, sont "plus ouverts".
